It recommended that the statutes be changed to give the governor and Legislature more oversight over the authority, and that limited organizational changes be made for the quasi-public entity.
In a 92-page report, the Audit Bureau said the authority should be commended for. financing construction, purchase or rehabilitation of a substantial number of housing units and for developing a sound financial position during the decade it has been in existence. However, the report said, the authority has not provided leadership in developing a sound housing policy. The nine-member Wisconsin Housing Finance Authority was created in 1972 at the urging of then-Gov.

Since its creation, the WHFA has had a hand in assisting with the construction, purchase or rehabilitation of at least 15,000 housing units. In addition, the authority has used its bonds to finance home mortgages to purchase or rehabilitate more than 000 single-family homes without federal assistance.

According to the complaints: Dickman is charged with eight counts of delivering controlled substances to an undercover officer Oct. 7 and Oct. 14 in Marshfield. The drugs include hydrocodone, codeine, pethidine, and tuinal. An $8,000 recognizance bond was continued.

The increase in the number of warheads on existing intercontinental ballistic missiles, Wednesday's Air Force announcement said, 'demonstrates our resolve to redress the imbalance in U.S. and Soviet nuclear capabilities." To achieve the increase, the Air Force will replace 50 single-warhead Minuteman II missiles with an equal number of triple-warhead Minuteman His. When the replacement is completed, officials said, the Air Force will have 600 Minuteman III missiles carrying warheads in firing positions, and 400 Minuteman lis. The Air Force did not say where the 50 replacements will be installed, nor when, although it indicated the action will come either this year or next.

Reagan accepted Canzeri's surprise resignation Wednesday night with "deepest personal regret," and said he and Mrs. Reagan hoped Ca.izeri would "honor us with your presence in our house many times in the years ahead." Canzeri acknowledged that he billed both the White House and the Republican National Committee for "$700 and change" on expense accounts for two trips in early 1981. He said it was an accident and that he repaid the White House immediately when it was discovered last week. At the same time, he said there was nothing improper about accepting low-interest loans from Laurance Rockefeller and Donald Koll, a Republican activist and developer, to buy a $380,000 house in Georgetown. White House deputy press secretary Larry Speakes said the loans and double-billing matters had been referred to the Justice Department for review, out of "an of caution." Canzeri, a long-time aide to the late Vice President Nelson Rockefeller, was known in the White House for his quick humor and ability to get things done.
